Voters cast last-minute early voting ballots

HAMPTON, Va. (WAVY) - As the sun set on the final day of early voting in Virginia, voters took advantage of the opportunity prior to Tuesday's election.

10 On Your Side spoke with residents at the polls in Hampton who say they met short lines in the final hour of casting their ballots.

"It's the first year I've voted early and the first time it's been quick like this," said Maurquise Cowan.

Cowan says he always votes and he chose to cast his ballot early because of concerns.

"I didn't want to wait until Tuesday because it's supposed to be long lines. With what's going on with the virus, I just wanted it to get out of the way," he said.

Tommye Williams also voted early to avoid the lines. She cast her ballot two weeks ago but took her 83-year-old mother to early voting.

"We normally go on Election Day. I knew it was going to be really, really crowded. When I heard we could vote before the election, we took advantage of it," she said.

Williams says her mother got out of the hospital a month ago after battling the coronavirus.

"She refused not to vote, which I'm glad. She's voted in every election. Today, it's a girl's day so we decided to get out and vote. I'm driving and she's just relaxing," she said.

Residents also showed up early to cast their ballot in what they believe will be a historic one.

"I believe it's a big election. We need change. We don't need what we've been getting. We need some big change. That's why I voted and why I brought my mom out," Williams said.

Cowan says one of his biggest concerns is police brutality.

He's casting his ballot to have his voice heard.

"A vote to me counts. It's pretty much if you want a change, and to change it instead of complaining, you have to get out and vote," Cowan said.

Police searching for 3 people wanted in connection with grand larceny, attempted credit card fraud in Virginia Beach

VIRGINIA BEACH, Va. (WAVY) -- Police say they are searching for three people wanted in connection to grand larceny and attempted credit card fraud incidents in Virginia Beach.

Police say that on Tuesday, Oct. 13, three subjects -- a man and two women -- allegedly stole a victim’s wallet from a shopping cart at a grocery store in the 3000 block of Virginia Beach Boulevard just before 2:30 p.m. Police also said that the women both distracted the victim while the man suspect took the wallet.

Within 15 minutes, the subjects then went into a Sam’s Club next door and attempted to use the stolen credit cards that were in the wallet. Police believe the subject's vehicle was a white sedan.

Virginia Beach Police remind the community that these types of incidents are becoming more frequent and residents should keep personal belongings close and to pay attention to surroundings at all times. It only takes a second of distraction away from your purse or wallet to have it taken from the cart.

Anyone who has any information or recognizes the people in the pictures is urged to submit an anonymous tip by calling 1-888-LOCK-U-UP (562-5887), using the P3 Tips app, or by visiting crimesolvers.com.

Special Report: Home prices soar in Myrtle Beach area as supply numbers drop

HORRY COUNTY, SC (WBTW) -- The decrease in the housing supply coupled with an increase in the demand for homes means that the prices of homes increased by 16 percent from this time last year.

Ford Duncan, real estate advisor, and operations manager for Duncan Group Properties, says it is a simple supply-and-demand situation that is increasing the cost of homes.

"To something as small and simple as a can of soda to something as large as an investment in a
home," Duncan said, "when you have a lack of inventory, that accounts for an increase in value."

The graph below shows the difference in the average home price between 2019 and 2020 from January to September.

The average price of a home in September 2020 was $321,873 which is 16 percent higher than the average in September 2019, which was $278,213.

Duncan says appraisers are starting to look at the cost of building and it's increasing the value of homes.

"Another side note to [the increase of home prices] is the cost of construction has also been going up, and if you look at a comparison of construction material cost and that sharp increase and then you also look at the sharp increase in the sales price of homes," Duncan said.

Annie Williams, a realtor in Horry County, has seen the increase in the cost of building supplies has also factored into the price increase for homes.

"New construction lumber costs have increased," Williams said, "A lot of builders are absorbing price increases and they have to pass that along to their buyers."

Information gathered from the Coastal Carolina Association of Realtors monthly market indicators.

PHOTOS: Hampton Roads trick-or-treating under the blue moon

HAMPTON ROADS, Va. (WAVY) -- Trick-or-treating was not canceled this year despite the challenges and setbacks due to the pandemic, and to top it off, the blue moon made a guest appearance.

Here are some great shots of the kids and the creative ways residents were giving out candy during this spooky season!

The blue moon has yet to disappoint. The last time there was a full moon on Halloween, the United States was still engaged in World War II.

For many people, the Halloween full moon will be a once-in-a-lifetime event. The last time it occurred was in 1944, according to the Farmer’s Almanac. The next one isn’t expected to happen until 2039, NASA said.

BLOG: Another Tropical Depression forms, thunderstorms expected Sunday

PORTSMOUTH, Va. (WAVY) -- Tropical Depression 29 has formed to the Southwest of Puerto Rico, it is expected to strengthen to a hurricane early in the week and move towards Central America.

System To Watch

The long-range models do have it essentially "bouncing" off that area and then bringing the storm back north.

Future Trak next Friday

In the short term, we are going to have to watch our local weather. There's a chance we could see a line of showers and a few thunderstorms push through Hampton Roads early Sunday afternoon. These storms have the potential to produce strong wind gusts ahead of them.

Cold front bring in rain Sunday afternoon

The timing looks to be between 1 p.m. and 3 p.m. for Hampton Roads and the Eastern Shore. for the Outer Banks, the timing will be likely after 3 p.m. Behind this line of rain we will see clearing for Sunday evening and temperatures starting to make a big drop. Lows Monday morning may be in the 30s!

After the chance for rain tomorrow, we should be looking dry for the week ahead, keep in mind there might be a frost Monday night for inland locations.

Have a good week!

$1,200 direct payments: Americans blame both parties for stimulus check stalemate

WASHINGTON (NEXSTAR) -- A new poll shows voters across the country blame both Republicans and Democrats over stalled stimulus negotiations keeping Americans from getting a second direct payments.

According to a new Morning Consult-Politico poll, 44% of people blame the president or Republicans while 41% think Democrats are at fault. 1,067 likely voters were polled.

A survey from September found similar numbers with voters blaming the GOP slightly more than Democrats.

Morning Consult notes the results of the poll largely fell along party lines.

This time last week, Republican and Democratic leadership remained somewhat optimistic a coronavirus relief deal could be reached in a matter of days. In that matter of days, optimism turned sour and chief negotiators Treasury Secretary Mnuchin and House Speaker Nancy Pelosi resorted to publicizing their differences in the press.

Things started to get ugly Thursday morning when Mnuchin woke up and first learned about a letter he was sent from Pelosi in Politico's newsletter. According to the Washington Post, Pelosi sent the letter to Mnuchin's office at midnight before making it available to the media.

In that note, Pelosi outlined unresolved issues between the parties that includes money for state and local governments, school funding, child care money, tax credits for families, and unemployment insurance aid among other issues.

Hours later, Mnuchin made his response to Pelosi public calling her overnight letter a "political stunt."

“Your ALL OR NONE approach is hurting hard-working Americans who need help NOW,” Mnuchin wrote at the end of his letter.

This may be the last we hear from the pair ahead of Tuesday's election. They had been negotiating back-and-forth for weeks - failing to reach a consensus their respective parties would stand behind.

Both are now hoping for post-election stimulus deals.

At issue is a huge virus relief bill that would send another $1,200 direct payment to most Americans, restart bonus unemployment benefits, fund additional testing and vaccines, provide aid to schools and allocate money to state and local governments, a Democratic priority.

Pelosi says she wants a relief bill that is predicated on steps that science dictates should be taken to deal with the coronavirus, and “if we don’t, we’re just giving money to the president to spend any way he wants and that has not been in furtherance of crushing the virus.”

White House Chief of Staff Mark Meadows said over the weekend the administration made many offers, but Pelosi “continues to move the goalposts.”

Meadows noted the relief bill being negotiated would cost about $1.9 trillion. Pelosi is hoping for a $2.2 trillion package. Meadows says he has a commitment from McConnell to bring a bill to the floor if negotiations with Pelosi conclude successfully.

A $1.8 trillion rescue plan in March passed virtually unanimously. The Pelosi-pushed package today is even larger but has run into resolute opposition from Republicans. Taking care of the issue would clear the decks for a fresh start on the congressional agenda next year.

Senate Democrats blocked a Senate GOP plan that McConnell brought to a vote earlier this month. The measure contained more than $100 billion for schools, a $300 per week supplemental unemployment insurance benefit, and more subsidies for businesses especially hard hit by pandemic-related downturns and closures. It did not include the $1,200 direct payments that are so important to Trump.

Trump says that if he wins reelection, aid will flow immediately. If he loses, it's unclear whether his enthusiasm for delivering it will be as strong.

“I’m never very optimistic about the lame duck and I’ve never been surprised,” said Sen. Roy Blunt, R-Mo. “You don’t get near as much done as you think you’re going to get done.”

Those Republicans willing to speculate about a Trump loss say not to expect much, either.

“I think Democrats would want to wait until the new president is sworn in and do it then and I think Republicans probably would say ... the economy’s taking care of it,” said Sen. Chuck Grassley, R-Iowa.

On Thursday, Pelosi told reporters she hopes to get a deal passed before the end of the year in the event Biden is victorious on Tuesday night. She says the new president would have too much to focus on during the transition process.

The Associated Press contributed to this report.

Virginia Beach residents frustrated by internet outages after network upgrade

VIRGINIA BEACH, Va. (WAVY) -- People living in a Virginia Beach neighborhood say they were without internet for two days.

The service issue has caused a lot of frustration. Customers said it’s led to missed days of work and school.

Several people who live in the Ocean Lakes neighborhood contacted 10 On Your Side for help after they were unable to get clear answers themselves.

We went to the service provider, Cox Communications, to get some information.

A spokeswoman said the area was part of a network upgrade.

Cheryl Paseka is working from home right now, but she had to take Thursday and Friday off because of the connectivity issue.

Paseka said she lost internet connection late Wednesday night. She contacted Cox technical support for help.

“Forty-eight hours later, we still have no internet,” Paseka said.

Tim Walker had a similar experience. He woke up Thursday morning to no connection. He also called Cox.

“They gave us a few more times when the internet would be restored. Those times came and went, always followed by a message saying the outage has been resolved even though it had not,” Walker said.

Parseka and Walker have been back and forth with tech support ever since.

“The tech service kept telling us that it was due to Hurricane Zeta down in Louisiana, which is nowhere near Virginia Beach, and the winter weather down in Oklahoma City,” Walker said.

Even more residents turned to the Nextdoor and Facebook apps on their phones to gauge the problem. According to posts online, the issue spanned several streets in the neighborhood.

“At least 20 people are without internet service and they’re telling us all that there’s no outage so I’m at a loss,” Parseka said.

A Cox spokeswoman sent 10 On Your Side a statement.

At this time, I’ve confirmed that the Ocean Lakes neighborhood you inquired about was a part of a network upgrade late this week. The upgrade took place during our overnight planned maintenance window to ensure the least amount of interruption to our customers. We know this is an inconvenience, especially now, and we appreciate everyone’s patience.

“We can’t work, we can’t teach our kids, we can’t pay our bills,” Parseka said. “They need to understand the importance of the internet and what’s happening today.”

Since speaking with Parseka and Walker, both have internet again.

10 On Your Side also saw a Cox truck working in the neighborhood while we were there.

Parseka said a Cox representative reached out to her personally after 10 On Your Side contacted them.

Other customers we spoke to voiced additional connectivity concerns, which we asked Cox about.

We’re told they’re looking into our questions.

Following the Funds: Why is so much money being spent on one NC state Senate race?

EDENTON, N.C. (WAVY) -- The job they're running for pays less than $14,000 a year, but the campaign for North Carolina's 1st Senatorial District is already responsible for more than $4 million in spending.

North Carolina may be ground zero for the already record spending 2020 election. The U.S. Senate race between Rep. Thom Tillis, (R-N.C.), and Democratic challenger Cal Cunningham is already expected to be the most expensive Senate race in the country's history with a whopping $277.6 million spent, according to the Center for Responsive Politics.

But in the northeast, part of the state commercials of state Sen. Bob Steinburg, (R-Edenton), and Democratic challenger Tess Judge of Kitty Hawk rule the airwaves.

From July through mid-October, the candidates themselves spent $1.2 million on television ads alone. Committees like the left-leaning North Carolina Families First and right-leaning Citizens for a Better NC House have produced their own spots supporting each of the candidates. They've sunk an extra $2 million in the race.

But why is a Senate race that, two years ago, didn't see both candidates combined exceed a million dollars in spending, now one of the most expensive races in North Carolina history?

Dr. Ben Melusky, an assistant professor of political science at Old Dominion University, says it's as much about who has the power in the U.S. House of Representatives than anything else.

"This may go down looking years down the road as the election that broke the dam on money," Melusky said. "The reality is every single seat, it doesn't matter what election you're looking at, really has matter."

Whoever has the majority of power in the North Carolina General Assembly will control how congressional districts for the next 10 years are drawn.

With North Carolina expected to gain a 14th seat because of population increase, boundaries could change dramatically. Even enough to switch historically Republican and Democrat seats in our nation's capital.

Both major parties would prefer it to switch in their favor. Currently, Republicans control the state's legislative branch with an eight-seat majority in the Senate and 10 seats in the House.

"There is literally balance of power in the equation here," Melusky said.

Currently in the North Carolina Senate, Steinburg believes that because his district was historically a Democratic stronghold, the state party leadership decided to go after him.

"I have never seen any election that even remotely resembles this," Steinburg said. "This is beyond the pale."

Steinburg -- who is wrapping up his first term in the Senate after three terms in the House -- has been outraised and outspent by Judge.

But if you take out individual contributions from outside the state, he has a sizable lead.

Only 4% of his identifiable individual donors last quarter came from outside North Carolina. For Judge in the same time period, 52% did.

"That is obviously an attempt to buy this election from voters from out of state," Steinburg said.

Campaign finance records show that Judge received a considerable number of donations from New York and Florida, which are often referred to as "blue states" by Republicans.

However, in the last quarter, Judge also reported more than $90,000 in donations from contributors that didn't need to identify themselves because they donated a small amount.

"And I have a real problem with that," Steinburg said. "I believe we need to take a look at some legislation that will -- at least in the state of North Carolina -- that will ensure that every contribution has a name and address attached to it."

Judge did not immediately return requests for an interview.

CORRECTION: The broadcast version of this story incorrectly stated state Sen. Steinburg received out of state money from big Republican donors via other committees. WAVY-TV apologizes for the error.

Authorities: South Carolina man faces life in prison after buying 'sex slave,' putting her in his 'dungeon'

ROEBUCK, SC (WBTW) -- A South Carolina man could face up to life in prison if convicted of buying a 19-year-old woman as a “sex slave,” according to authorities.

Robert Hubert, 66, of Roebuck, and Alfonso Orozco Juarez, 35, of Dallas, have been charged with human trafficking after Juarez sold a woman he met on a dating app to Hubert, who kept her in what he referred to as a “dungeon,” according to information released Friday by Erin Nealy Cox, the United States Attorney for the Northern District of Texas.

According to a criminal complaint, Juarez met the woman in 2019 inside a hotel room, where he pistol whipped her, gave her a “slave name,” threatened to kill her and her family if she didn’t agree to be sold for sex and pointed an unloaded gun at her head and pulled the trigger, according to authorities.

Authorities say he repeatedly sold her for sex and advertised her as a “slave” on a fetishism website for $5,000. Juarez bragged about the woman being dependent on him in texts with Hubert.

“SWEET,” Hubert texted back, according to authorities. “I will take the slave.”

They met at a gas station in Dallas and Hubert drove her to South Carolina, according to authorities. He clamped a metal collar around her neck, threatened to brand her and took her to his “dungeon.”

After pleading, he allowed her to call her parents. He then demanded that her father pay him $5,000 to get his daughter back and sent her a “contract” for the sale, according to authorities. The woman was able to escape on a bus.

Juarez made an initial court appearance Wednesday in Texas, and Hubert had his initial court appearance last week in Greenville.

If convicted, both face up to life in federal prison.

“Anyone that is involved in human trafficking activities – either as a member of a transnational criminal organization, a business owner exploiting his/her employees, or a street level pimp  – should be viewed as a vicious predator,” Ryan Spradlin, special agent in charge of Homeland Security Investigations Dallas, said in a press release. “These despicable people who enrich themselves by exploiting the innocent have no place amongst law-abiding citizens and HSI will always combat it with every resource at our disposal.  We will continue to collaborate with any law enforcement agency at any level of government in our shared efforts to bring human traffickers to justice.”

Kyle Rittenhouse to face homicide charges in Wisconsin after judge OKs extradition request

WAUKEGAN, Ill. (AP) — An Illinois judge on Friday ordered a 17-year-old accused of killing two demonstrators in Kenosha, Wisconsin, to be extradited across the border to stand trial on homicide charges.

The ruling came several hours after a hearing at the Lake County Courthouse in Waukegan, where defense lawyers sought to persuade Judge Paul Novak to block their Kyle Rittenhouse's transfer to Wisconsin.

At the hearing began, Rittenhouse's lawyer said he’d had a change of heart since notifying the court that he planned to call witnesses, including Rittenhouse’s mother. Instead, John Pierce focused on what he called “fatal defects” in extradition papers.

After 45 minutes of arguments delving into the minutia of extradition law and how precedent should be interpreted, Pierce said his client should remain in Illinois.

“This Illinois child must go free,” he told the judge.

A local prosecutor said the law is unambiguous in requiring Rittenhouse’s extradition, saying that blocking his transfer would undermine the justice system.

“You can imagine the chaos if someone can commit a crime and step over the (state borderline) and get sanctuary,” Lake County Assistant State’s Attorney Stephen Scheller said.

Novak did not comment on the arguments during the hearing.

The shootings happened Aug. 25, two days after a white police officer trying to arrest Jacob Blake shot the 29-year-old Black man seven times in the back, paralyzing him from the waist down. Video of the police shooting sparked outrage and helped spur on the protests.

Rittenhouse's case has become a rallying point for some conservatives who see him as a patriot who was exercising his right to bear arms during unrest. Others portray him as a domestic terrorist who incited protesters by showing up wielding a rifle.

Rittenhouse sat at a defense table Friday wearing a dress shirt and tie — mask across his face. He appeared calm and at least once turned to look at his mother, Wendy Rittenhouse, on a spectactors' bench. Later, as officers led him from the hearing room, she began to cry.

Near the courthouse steps, around 20 protesters, some wearing Black Lives Matter shirts, chanted, “Kyle is a murderer!”

During arguments, Pierce at one point said, “This is a political prosecution.” The prosecutor objected and the judge instructed Pierce to stick to issues of law.

Without witnesses from either side, the part of the hearing meant for evidence and testimony lasted less than 30 seconds, when Scheller handed the judge Illinois Gov. J.B. Pritzker's signed warrant calling for Rittenhouse’s extradition.

Pierce told Novak that Wisconsin authorities were required by law to present charging documents to a magistrate judge and that their failure to do so rendered their extradition request invalid.

State-to-state extraditions are typically formalities and judges rarely refuse another state’s request to transfer a suspect. Efforts to fight extradition are nearly always in vain but can help attorneys buy time to compile evidence and prepare a defense.

The most serious charge Rittenhouse faces in Wisconsin is first-degree intentional homicide, which carries a life prison sentence. He is also charged with attempted intentional homicide in the wounding of a third protester, as well as a misdemeanor charge of underage firearm possession. His lawyers have argued he was acting in self-defense.

Rittenhouse and the man he allegedly injured are white, as were the two men who were killed.

A day after the shooting, Rittenhouse surrendered to police in his Illinois hometown of Antioch, some 10 miles (16 kilometers) southwest of Kenosha.

Legal experts say that on the rare occasions when state extradition cases are contested, defense lawyers usually argue that either no crime was committed in the other state or that the defendant was not the person who committed whatever crime occurred.

The defense made none of those arguments Friday.

According to prosecutors and court documents, Rittenhouse killed 36-year-old Joseph Rosenbaum, of Kenosha, after Rosenbaum threw a plastic bag at Rittenhouse, missing him, and tried to wrestle his rifle away.

While trying to get away in the immediate aftermath, Rittenhouse was captured on cellphone video saying, “I just killed somebody.” According to a complaint filed by prosecutors, someone in the crowd said, “Beat him up!” and another yelled, “Get him! Get that dude!”

Video shows that Rittenhouse tripped. As he was on the ground, 26-year-old Anthony Huber, of Silver Lake, hit him with a skateboard and tried to take his rifle. Rittenhouse opened fire, killing Huber and wounding Gaige Grosskreutz, of West Allis, who was holding a handgun.
